I'd take a decent mix of AP and HE secondaries any day over just HE. I have had good success with Nagato set up like that and contrary to popular opinion, AP secondaries are quite useful under the right conditions and my HE DP guns set enough fires to make a dent. I'm a bit of a brawler just by nature and I'm usually accurate enough with the main guns as is ( got a 23k salvo on a Bismarck in CO-OP last night). However, I run a fully secondary build Nagato (as well as Izumo and Yamato). I personally think it depends on how you play, and what you do in a fight. She can then get back and repair them, then get back into the fight. She can tank some shots for the team that otherwise have been shot at a Cruiser that cannot take them. Seriously, compare to any forward like angle Nagato presents to whale-like Colorado. Angle, bait fire, then go to profile where she looks skinny. I also found from playing and facing some savvy Nagatos in that they are good in baiting fire. DDs caught in her secondaries are not going to have a pleasant time if she's Secondaries Build. The range caps off at 7.6 with the build and signal flag, so range is competitive. Still, if you did spec for Secondaries and are one of those players that can get their IJN BB into those kinds of engagements for it and win, then Nagato's will be very good. And that is the engagement envelope that Nagato will pummel them with. Having escorting DDs / Cruisers puts a stop to that idea and the German BB has to hang back until an opening is made.
They have the speed to overtake Nagato and that engagement is bad for her. Those German BBs if they know they got a clear lane to push into Nagato, they will push hard to brawl / knife fight. If Tier VII+ German BBs are around, it is even more imperative that you sail with teammates around, preferably any torpedo-wielding variety. When they're around you really need to maintain distance and not brawl / knife fight with them if at all possible.
I found to rely more on her main battery than secondaries, most especially so when the Tier VII German BBs are around. However, ASM1 I consider the better all-around decision. Before the German BBs arrived, her secondaries were considered the best of the tier. It is useful however when she does catch people in range. Nagato actually has great secondaries it's just her armor isn't great for that close range fight.
